Applied Medical runs its global headquarters at 22872 Avenida Empresa and holds 22 properties totalling about 1,194,039 square feet in the city, concentrated along Arroyo Vista and Esperanza — including the 300,000 sq ft former Cox Communications building on Avenida de las Banderas. In its own words it is vertically integrated: it designs, develops and manufactures in house, down to tool and die making.

Vertical integration multiplies the instrument list. Dimensional work runs calipers, micrometers, bore and pin gages, gage blocks, granite surface plates, optical comparators and CMMs. Product performance runs force and torque testing — ring deployment force, clip and clamp closure, peel and seal strength on sterile barrier packaging, crimp pull. Access and insufflation devices live or die on leak and burst pressure testing. Sterilisation and packaging add autoclave temperature and pressure verification, environmental and stability chambers, cleanroom differential pressure and particle counts.

The Voyant system includes electrosurgical generators, which pulls in an electrical bench most people would not expect in this city: oscilloscopes and multimeters, programmable supplies and loads, electrosurgical analyzers for RF power and leakage current, and hipot, ground-bond and insulation-resistance testers against IEC 60601.

21 CFR 820.72, in plain terms

For a device manufacturer the governing clause is FDA 21 CFR 820.72, inspection, measuring and test equipment. It requires equipment suitable for its intended purpose, calibrated according to written procedures with specified accuracy and precision limits, traceable to national standards, and individually identified with its calibration status. ISO 13485 says the same thing in its own vocabulary, and the FDA’s harmonised Quality Management System Regulation has brought the two closer still.

The practical way a manufacturer discharges that obligation is by sourcing calibration from an accredited laboratory. Our certificates state as-found and as-left values, measurement uncertainty, NIST traceability and the ANSI/NCSL Z540.3 decision rule with TUR, under A2LA ISO/IEC 17025:2017 accreditation, certificate 4296.01 — which is the evidence a notified body or an FDA investigator is looking for.

As-found data earns its keep in regulated manufacturing more than anywhere else. If a gage returns out of tolerance, the historical record is what scopes which lots are affected. A certificate reporting only as-left readings cannot answer that question, and an investigation without a boundary is an expensive thing to run.

What changed in April, and what it means

The city’s industrial base narrowed this year. IMI’s Control Components valve business, in Rancho Santa Margarita since 1987 and the city’s second-largest manufacturer, completed a move to a new $38 million plant in Lake Forest in April 2026. Anyone still working from the city’s published employer list is reading history.

What remains around Applied Medical is a business park of mid-sized tenants with a median building around 23,500 square feet — software and data firms, professional organisations, contractors, and a thin layer of small machine and fabrication shops. That smaller tier is where calibration most often goes unmanaged: a drawer of torque wrenches, a bench scale, a few pressure gauges and thermometers, and nobody whose job is the recall calendar.

The retail and weights-and-measures side

With eleven shopping centres and Target, Pavilions and Lowe’s among the city’s larger employers, Rancho Santa Margarita also has a substantial population of commercial weighing devices. Those are registered and sealed by the Orange County Sealer of Weights and Measures, a separate programme from accredited calibration but one that runs on the same principle.

We calibrate scales and balances to ISO/IEC 17025 with NIST-traceable weights, which is what a quality system requires. No interstate, one toll road, and a free route

Rancho Santa Margarita has no Interstate frontage. SR-241 is the only limited-access road serving it, exiting at Los Alisos Boulevard, Santa Margarita Parkway and Antonio Parkway — and it is tolled end to end. For a quality manager that normally means 26 miles each way plus a toll every time instruments need to move.
