Calibration Services in Jurupa Valley

Jurupa Valley holds something unusual for a city of its size: a cement company’s central testing laboratory. Add a ready-mix operation with a live county hazardous materials permit, an SQF-certified cold storage and food logistics company, and the Mira Loma warehouse corridor along the 15, and the instrument list runs from compression machines and class weights to freezer probes and truck scales. We are about thirty-four miles west, on the Friday route.

Nine communities, two freeways, and one distance that is really three

Jurupa Valley is one of California’s newest cities. Voters approved incorporation in March 2011 and it took effect that July, assembling nine communities into a single municipality: Jurupa Hills, Mira Loma, Glen Avon, Pedley, Indian Hills, Belltown, Sunnyslope, Crestmore Heights and Rubidoux. It covers roughly forty-four square miles in a long east-west band, which is why a single drive time would be misleading. From the lab, the Mira Loma end around Etiwanda and Bellegrave is about thirty miles up the 57 and east on the 60; City Hall and Pedley, at 8930 Limonite Avenue, run about thirty-four by way of the 91, the 15 and Limonite east; and the Rubidoux end out at the 60’s Rubidoux Boulevard exit is closer to thirty-nine. Call it thirty-five to fifty minutes off-peak depending on which end of the city you are in, and Riverside County is served on the free Friday route.

Two state facilities touch the city and both matter. The SR-60 runs along the northern side with a long series of Jurupa Valley exits, including Van Buren Boulevard and Etiwanda Avenue, Country Village Road, Pedley Road, Pyrite Street, Valley Way and Rubidoux Boulevard. The I-15 forms the western border and crosses the 60 up at the Eastvale line, with the Limonite Avenue interchange as the main access point into the city. Limonite, Van Buren, Rubidoux Boulevard, Pedley Road and Etiwanda Avenue are all city arterials rather than state highways.

Three traps worth naming. Mission Boulevard through Rubidoux is the old US-60 alignment and is not state-maintained today; there is a legacy SR-60 Business loop signed on it between Pyrite Street and Pedley Road, but the most recent documentation we found is more than a decade old, so we call it the old US-60 alignment rather than an active state route. Neither the SR-91 nor the I-215 enters Jurupa Valley: the 91 runs several miles south through Riverside and Corona, and the 215 several miles east through Riverside. And Mount Rubidoux is in the City of Riverside, not in Jurupa Valley, even though the Rubidoux community is inside this city, which makes it the wrong landmark for a page about this one. And a given warehouse building near the 15 and 60 interchange may well sit in Eastvale or Ontario rather than here, because the historic Mira Loma industrial district straddles all three.

A cement testing laboratory, which is the best kind of neighbor

CalPortland’s Crestmore Laboratory at 1490 Rubidoux Boulevard is the company’s central quality assurance and quality control laboratory for cement and cementitious products, and it also does concrete testing and mix design. That is the most interesting single address on this page, because a testing laboratory is a customer that already understands what an accredited calibration certificate is for. We do not state what accreditations that laboratory holds, because it does not publish them and we are not going to assert one on its behalf.

A cement and concrete testing laboratory runs an instrument list that maps almost one for one onto our disciplines. Compression machines for concrete cylinders and mortar cubes, with platen load verified under ASTM E4 and E74 so results reported under C39 and C109 survive review, plus flexural frames for beams. Analytical and precision balances with class weights, drying ovens and muffle furnaces. The cement-specific apparatus: Blaine fineness, Vicat and Gillmore needles, autoclave and Le Chatelier expansion, and sieve sets. Thermometers, humidity chambers, moist cabinets and curing tanks whose temperature control is itself a test condition. And on the dimensional side, calipers, micrometers and length comparators for ASTM C157 length-change measurement, with gage blocks behind them as the traceability chain.

Laboratory quality management is the reason those intervals exist. ASTM C1077 sets out what a concrete testing agency has to do about equipment calibration, AASHTO R18 does the same for a transportation materials laboratory, and both lean on force verification under E4 and E74 and on traceable mass and temperature standards. This is the one account type where NIST traceability language is not marketing: it is the literal content of the audit.

Ready-mix, aggregates, and the cement plant that is not running

Robertson’s Ready Mix operates at 6120 20th Street in Jurupa Valley, with a Riverside County environmental health hazardous materials business plan permit as a Level III handler, inspected in December 2025. That inspection record is current, primary-source evidence that the plant is operating, which is worth more than a directory listing. Robertson’s is headquartered in Corona.

A ready-mix plant and its fleet carry a measurement load that gets audited from two directions at once. On the plant side: cement, aggregate, water and admixture weigh hoppers on load cells, water and admixture meters, aggregate moisture probes, and the quality control kit of slump cones, air-entrainment meters, unit-weight measures, calibrated cylinder molds and concrete thermometers. On the yard and fleet side: truck and axle scales with traceable mass standards, mixer drum revolution counters, hydraulic pressure gauges and torque wrenches in the shop. And because a Level III hazardous materials handler permit brings a business plan with it, the fixed and portable gas detection on that site is on a calibration schedule too. Riverside County weights and measures registers and tests the commercial devices, and Riverside County environmental health is the active regulator on the hazardous materials side.

The historic Crestmore cement plant is a different story, and we would rather tell it accurately than borrow its reputation. The lineage runs Riverside Cement to TXI to Martin Marietta in 2014, and in the 2015 California asset sale CalPortland took the Oro Grande plant and terminals while Martin Marietta retained the Crestmore grinding operation. We could not confirm the current status of that grinding plant in either direction, and directory listings show the Crestmore division as closed. So this page describes CalPortland’s Crestmore laboratory, which is separately verified as operating, and does not describe a working cement plant in Jurupa Valley. We also found no named aggregate or quarry operator in this city other than Robertson’s, and the Caltrans active materials plant list has no entries in Jurupa Valley, Mira Loma, Rubidoux or Bloomington at all.

Cold storage, food logistics and the Mira Loma corridor

West Coast Cold Storage is headquartered and operates at 2655 Rubidoux Boulevard, with about seventy thousand square feet of frozen space held near ten degrees below zero Fahrenheit and fifty thousand square feet refrigerated in the mid thirties, running food-grade warehousing and third-party logistics. It states SQF certification with a Costco addendum and organic certification, which is a verified food safety scheme and therefore a verified calibration requirement, because SQF and the other recognized schemes all require monitoring devices calibrated against traceable standards on a documented interval.

Cold storage is temperature work at a scale most people underestimate. Thermocouples, RTDs, data loggers, chart recorders and wireless sensor networks throughout the frozen and refrigerated rooms, annual temperature mapping studies across each chamber, dock and blast-freezer probes, handheld product probes and infrared thermometers for receiving checks, humidity sensors and differential pressure gauges. The refrigeration plant adds pressure gauges, transducers and relief valves and fixed gas detection; where an ammonia charge crosses the Cal/OSHA process safety management threshold, which is plausible at this scale although we did not confirm it here, mechanical integrity turns all of that into a scheduled program. The warehouse floor adds platform, floor and pallet scales and, where inbound product is weighed commercially, legal-for-trade devices.

The Mira Loma industrial complex at the west end of the city is the other half of the local economy. The City of Jurupa Valley names Costco, Walmart, FedEx and UPS as companies operating there, and the Serrano Industrial Park on Serrano Drive is a three-building Class A manufacturing campus of roughly 332,700 square feet marketed to tenants that need heavy power, with PreZero and a sliding-door manufacturer reported among its occupants. We do not describe what those tenants make, because none of the available sources says. A heavy-power manufacturing tenant brings multimeters, clamp meters, insulation resistance testers, power analyzers and thermal imagers, plus dimensional hand tools and gage blocks; the distribution operations bring truck, parcel and dimensioning scales, torque wrenches and multipliers for conveyor and fleet maintenance, and air and hydraulic pressure gauges.

What we will not claim about Jurupa Valley

Four companies that get attached to this city or to Mira Loma are not here as far as we can establish, and we are not naming them as customers of a corridor they do not occupy: we found no Owens-Brockway or O-I glass plant, no Pilkington facility, no Toro plant and no aggregates company by the name people sometimes use for this area. We publish no employment figures either, because unlike most cities Jurupa Valley’s annual report contains no principal employers table at all; its transmittal letter reports a citywide job count and names no employers. We claim no AS9100, Nadcap or IATF 16949 work here, because we verified no aerospace or automotive tier supplier among these employers. Those standards are real on our other pages and they are not real on this one.

What genuinely applies in Jurupa Valley is ISO 9001 clause 7.1.5.2 measurement traceability, ASTM C1077 and AASHTO R18 laboratory quality management with ASTM E4 and E74 force verification underneath them, the ASTM concrete methods from C39 and C109 through C143, C138, C231 and C157, FSMA preventive controls at 21 CFR Part 117 and the SQF requirements for calibrated monitoring devices on the cold storage side, Riverside County weights and measures registration for commercial devices along with the state Division of Measurement Standards rules, Riverside County environmental health for hazardous materials business plans, Cal/OSHA including process safety management where thresholds are crossed, South Coast air district jurisdiction over stationary sources in the non-desert portion of Riverside County, state truck and transport refrigeration rules, and NIST traceability under all of it. The lab is thirty to thirty-nine miles west depending on which end of the city you are in, on the free Friday Inland Empire pickup and delivery route, with expedited 24, 48 and 72-hour service and on-site calibration for equipment that should not be moved. All nine disciplines run under one roof: dimensional, electrical and RF, temperature and humidity, pressure, mass, pipettes, force and torque, gas flow and vibration. American Gage has calibrated from inside Orange County since 1968, under current ownership since 1998, with more than a million calibrations performed in an 8,000 sq ft facility. Every certificate carries as-found and as-left data, measurement uncertainty, NIST traceability and the ANSI/NCSL Z540.3 decision rule with TUR, under ISO/IEC 17025:2017 accreditation from A2LA, certificate 4296.01. Standard turnaround is 7–10 business days.

Jurupa Valley calibration FAQs

How far is your lab from Jurupa Valley?

It depends which end of the city you are in, because Jurupa Valley runs about forty-four square miles east to west. The Mira Loma end is about 30 miles, City Hall and Pedley about 34, and the Rubidoux end about 39, so roughly 35 to 50 minutes off-peak. Jurupa Valley is on our free Friday Inland Empire pickup and delivery route.

Do you verify concrete compression machines and testing-laboratory equipment?

Yes. Force verification of compression and flexural machines, load cells and proving rings under ASTM E4 and E74, plus the balances and class weights, ovens and furnaces, thermometers, curing-tank and moist-cabinet temperature control, and dimensional comparators a materials laboratory runs under ASTM C1077 and AASHTO R18.

Can you do temperature mapping for cold storage and curing rooms?

Yes. Thermocouples, RTDs, probes, data loggers and chart recorders calibrated in our temperature and humidity laboratory, plus chamber, freezer, cooler and curing-room mapping studies with placed sensors and a documented report, which is what SQF and food safety audits ask to see.

Which county weights and measures program covers Jurupa Valley?

Riverside County, under the Agricultural Commissioner, which registers and tests commercial weighing and measuring devices. We provide the accredited calibration and the traceable certificate with as-found and as-left data; placing a legal-for-trade device back in service is a separately licensed activity under California Division of Measurement Standards rules, so tell us which devices are commercial and we will scope the work around that.
