Calibration Services in Rialto

Rialto has one of the most varied instrument populations in the Inland Empire: a half-million square foot bottling plant, a reinforced concrete pipe works, an anaerobic digester injecting renewable gas into the pipeline, a privately operated municipal water and wastewater system, and a distribution cluster built on a closed airport. Almost all of it is flow, pressure, temperature and mass work, and almost all of it is driven by a permit.

Two freeways across the city, and three that do not cross it

Rialto’s own circulation element says it plainly: the I-10 and State Route 210 both traverse the city in an east-west direction. Riverside Avenue is the major arterial running northwest to southeast alongside Lytle Creek Wash, and it carries the interchanges on both freeways that serve the industrial core. Alder Avenue is the spine of the north Rialto distribution cluster and the city is pursuing a new I-10 interchange there; Pepper Avenue is planned to be completed through to the 210; and Cactus Avenue, Ayala Drive and Baseline Road are city arterials. The downtown Metrolink station sits on the San Bernardino Line.

Three designations get attached to this city that do not belong to it. The I-215 does not enter Rialto; it runs a few miles east through Colton and San Bernardino, closer than people expect but still outside the line, and it appears nowhere in the city’s circulation element. The I-15 does not run through Rialto’s industrial core either: the city says only that the 15 provides access to the northern portion of the city, by way of the Sierra Avenue interchange out at the far northwest edge. And Foothill Boulevard is not State Route 66 inside Rialto, because the former Route 66 segments in this city were relinquished under Streets and Highways Code section 366; SR-66 resumes at the eastern city limit and runs on to Route 215 in San Bernardino. The 210 here is State Route 210 rather than Interstate 210, for the same reason it is in Fontana: the interstate designation ends in Glendora and no approval of a redesignation is on record.

From the lab it is about forty-eight miles and fifty to sixty-five minutes outside of peak, up the 57 to the 60 to the 15 and the 10. For the north Rialto distribution cluster around Alder, Ayala and Casa Grande, above the 210, the better run is the 15 to the 210 east and it is three or four miles shorter. Rialto is on the free Friday Inland Empire route either way.

Bottling and concrete pipe

Niagara Bottling operates a 598,750 square foot private-label water and soft drink plant at 1401 Alder Avenue. A high-speed bottling line is a flow, pressure and temperature account from end to end: flow meters on fillers, reverse osmosis skids and clean-in-place loops, pressure and vacuum gauges and transducers across blow molding and filling, CIP temperature probes and recorders, conductivity, pH, ORP, total organic carbon and turbidity meters, and chlorine and ozone analyzers on the treatment side. Quality control adds net-content and fill-volume check scales, closure application torque testers, leak and burst testers for preforms and bottles, and, where there is an on-site microbiology bench, pipettes, balances, incubators and autoclaves. Bottled water and beverage production sits under FSMA preventive controls for human food at 21 CFR Part 117, which superseded the old Part 110 good manufacturing practice rules, and documented calibration of every monitoring device is part of that record.

Thompson Pipe Group runs its only California facility at 3011 N Laurel Avenue, making precast reinforced concrete pipe from twelve to one hundred and forty-four inches in diameter. That product is proof-tested rather than merely inspected, which makes the measurement load unusually concrete: three-edge-bearing pipe test frames and their load cells verified under ASTM E4 and E74 so results reported under C497 hold, concrete cylinder compression machines with verified platen load, and steel cage dimensional gauges and rebar tensile grips alongside. Curing adds thermometers, humidity sensors and chart recorders on curing rooms and steam cure, and the yard adds truck and platform scales.

Cemex runs two concrete batch plants at 3221 N Riverside Avenue that appear on the Caltrans Material Plant Quality Program active list with a 2025 approval date, which brings the same batch-plant brief as the Fontana plant: cement, aggregate, water and admixture weigh hoppers on load cells, water and admixture meters, aggregate moisture probes, slump cones, air-entrainment meters, unit-weight measures, calibrated cylinder molds and concrete thermometers, under ASTM C39, C143, C138, C231 and the laboratory requirements in C1077.

The digester and the city’s water system

The Rialto Bioenergy Facility at 503 E Santa Ana Avenue is an anaerobic digestion and renewable natural gas plant designed to take up to seven hundred tons a day of food waste and three hundred tons a day of biosolids, on land the City of Rialto owns. Its ownership has changed twice: the original owner’s subsidiary filed Chapter 11 in 2023, Sevana Bioenergy bought the facility at auction in 2024, and BerQ RNG announced completion of its acquisition in October 2026. We do not state who operates it today or at what throughput, because neither could be verified.

What is not in doubt is the measurement load a digester and gas-upgrading train carries. Gas analyzers for methane, carbon dioxide, hydrogen sulfide and oxygen, with calibration gas handling behind them, and continuous emissions monitoring with daily zero and span checks and annual relative accuracy testing. Biogas mass and volumetric flow meters, and custody-transfer gas measurement on pipeline injection, which is simultaneously a weights-and-measures question and a revenue question, because low carbon fuel standard credit generation depends on metered volumes that survive verification. Pressure transmitters, gauges, relief valves and rupture discs across digesters and gas trains. Digester temperature probes and recorders. A feedstock laboratory running pH, ORP and conductivity meters, analytical balances, drying ovens, muffle furnaces and pipettes. Level transmitters, mixer and press torque tools, and truck scales on inbound organics tipping, which is direct commercial-device exposure.

Rialto is also unusual in how it runs its utilities. Veolia North America operates the city’s water and wastewater systems under a thirty-year concession the city entered in 2012, with the city retaining ownership, its water rights and rate-setting. A water and wastewater operation is a quiet but relentless calibration customer: magnetic and ultrasonic flow meters and flume level instruments, pH, dissolved oxygen, turbidity and chlorine residual analyzers, laboratory balances, pipettes, incubators and spectrophotometers, pressure gauges and transmitters on pumps and blowers, fixed and portable gas detection for chlorine, hydrogen sulfide and methane, and SCADA transmitter loop calibrations. Where a covered chemical sits above threshold, Cal/OSHA process safety management turns relief-valve testing, gauge calibration and detector calibration into a mechanical integrity schedule rather than a preference.

Distribution on a closed airfield, and the fireworks company

Rialto Municipal Airport closed to air traffic in September 2014, and the site has been redeveloping ever since, which is why several of the city’s large industrial addresses sit on what used to be a runway. Target opened a regional distribution center at Casa Grande and Alder as part of a multi-million square foot Rialto and Ontario campus, and Amazon, Staples, Medline and Monster Energy all operate distribution space in the city. Street numbers for several of those sites appear only in third-party directories, so this page leaves them off.

A distribution campus of that size is a scale and torque account. Truck scales, parcel and dimensioning scales, floor, bench, pallet and forklift scales with traceable mass standards, torque wrenches, brake and air-system pressure gauges in the fleet shop, cold-chain thermometers and data loggers for medical and beverage product, and calibrated length standards for dimensioner verification. The commercial devices among them are tested annually and sealed by San Bernardino County’s weights and measures program, which is why the certificate matters as much as the adjustment.

The most distinctive operation in Rialto is not a warehouse at all. Pyro Spectaculars by Souza, one of the largest display fireworks companies in the country, is headquartered at 3196 N Locust Avenue. Pyrotechnics is regulated by the federal explosives authority and by Cal/OSHA rather than by a typical manufacturing quality standard, and the measurement needs follow from that: analytical balances and precision scales for composition weighing, where accuracy is a safety control rather than a quality metric, temperature and humidity monitoring in magazine storage, electrostatic discharge and grounding resistance meters, torque tools, and timing and ignition test equipment.

What we will not claim about Rialto

Under Armour is not on this page as a current employer. Its 1.2 million square foot distribution center at 2510 W Walnut Avenue was announced for closure in September 2024 with the wind-down planned by 2026, and both the city’s own recruitment material and several reference sources still list it. We also found no evidence of a Ball Corporation plant in Rialto or anywhere in the Inland Empire; Ball’s named California beverage can plant was in Chatsworth and ceased production in 2018. No Frito-Lay plant in Rialto either; the Inland Empire plant people are thinking of is in Rancho Cucamonga. No Pepsi plant. And no digester project in this city other than the Rialto Bioenergy Facility.

A couple of smaller corrections. The city’s own finance recruitment brochure claims two interstates, but only the I-10 is an interstate that crosses Rialto, with the 210 being a state route and the 15 touching only the far north end. We publish no headcounts for Rialto at all, because we could not reach a principal employers table in any recent annual report and the available employer lists are marketing-grade. We claim no AS9100, Nadcap or IATF 16949 work here, because we verified no aerospace or automotive tier supplier among these employers.

What genuinely applies here is ISO 9001 clause 7.1.5.2 measurement traceability, FSMA preventive controls at 21 CFR Part 117 on the bottling side, the ASTM and AASHTO methods behind concrete pipe and batch-plant testing with ASTM E4 and E74 underneath them, the Caltrans material plant program, the county weights and measures program and the state Division of Measurement Standards rules for legal-for-trade devices, Cal/OSHA including process safety management where thresholds are crossed, South Coast air district permit and monitoring conditions, state low carbon fuel standard measurement requirements on renewable gas, federal motor carrier rules for fleets, and NIST traceability under all of it. The lab is about forty-eight miles west on the free Friday Inland Empire pickup and delivery route, with expedited 24, 48 and 72-hour service and on-site calibration for process instrumentation that cannot come off line. All nine disciplines run under one roof: dimensional, electrical and RF, temperature and humidity, pressure, mass, pipettes, force and torque, gas flow and vibration. American Gage has calibrated from inside Orange County since 1968, under current ownership since 1998, with more than a million calibrations performed in an 8,000 sq ft facility. Every certificate carries as-found and as-left data, measurement uncertainty, NIST traceability and the ANSI/NCSL Z540.3 decision rule with TUR, under ISO/IEC 17025:2017 accreditation from A2LA, certificate 4296.01. Standard turnaround is 7–10 business days.

Rialto calibration FAQs

How far is your lab from Rialto?

About 48 miles, roughly 50 to 65 minutes off-peak via the SR-57, SR-60, I-15 and I-10. The north Rialto distribution cluster above the 210 is a few miles closer by way of the I-15 and SR-210 east. Rialto is on our free Friday Inland Empire pickup and delivery route.

Do you calibrate process flow meters and gas analyzers?

Yes. Gas flow is one of our nine in-house disciplines, covering mass flow controllers, rotameters and flow meters, and we calibrate the pressure, temperature and electrical instrumentation that sits around a gas train. For custody-transfer gas measurement and emissions monitoring, tell us the regulatory basis for the measurement and we will scope the certificate to match it.

Can you support a food and beverage plant calibration program?

Yes. Fill-volume and net-content scales, closure torque testers, pressure and vacuum instruments, CIP and process temperature probes and recorders, flow meters, and the pipettes, balances, incubators and autoclaves in an on-site micro lab. Every certificate carries as-found and as-left data, uncertainty and NIST traceability, which is what FSMA and a third-party food safety audit ask to see.

Do you calibrate on site for process instruments that cannot come off line?

Yes. On-site calibration with NIST-traceable standards covers instrumentation that should not be moved, including after-hours and weekend work scheduled around a plant shutdown. Call (657) 216-2600 or email customerservice@americangage.com to plan it.
